Waste contract procurement

What did the client want to achieve?

Oxfordshire County Council was under pressure to let a number of waste management contracts in a short time frame. They wanted an external project manager to drive the procurement forward to meet their timescales.

What did we do to help the client?

Through being able to be based in the office we were able to work closely with the waste team to collect the information needed in order to develop the tender documents which result in contracts that satisfy the County's needs as well as meeting OJEU procurement criteria. The procurement was for:

  • Household Waste Recycling Centre Management contract
  • Interim Waste Disposal/Treatment contract
  • Closed Landfill Monitoring and Aftercare contract

The initial step was development of a work plan for the Council Officers to ensure the procurement deadlines were met. Procurement / contract documents were prepared including Pre-Qualification Questionnaires, contract specifications and schedules.

Responses to clarifications were prepared and bidder interviews undertaken along with Council Officers to provide an independent view. We also supported the Waste Service Delivery Manager with drafting relevant reports for presentation to Council Cabinet Members.

What was the result?

The required number of bidders responded to the tender documents and all contracts were let following a robust bid evaluation process using a sensitivity tested Evaluation Framework, which gave transparent criteria for evaluation of bids.
